Situation
In March of 2020, Virginia governor Ralph Northam declared a State of Emergency for the state, based upon the spread of the Covid-19 virus that was affecting Virginians, and of course many millions around the world. As the virus continued to spread, those who were in congregate settings such as nursing homes and correctional facilities were identified as more susceptible because of the close proximity in which individuals in these settings lived. The Virginia Department of Corrections (VADOC) has over 40 prisons and an additional six Community Corrections Alternative Programs (CCAPs), all of which are congregate settings.
