Upon arrival at ACCAP, all participants receive a red identification card that indicates they cannot go outside the secure perimeter of the facility to participate in work details. Participants’ criminal histories are evaluated by their assigned Probation Officer to determine their eligibility to participate in outside work details. Those deemed eligible to participate in outside crews receive a blue ID after five weeks. If the participant has been charged with any type of escape, or if they abscond or attempt to bring contraband into a jail or prison, the participant will keep their red ID until a 90-day adjustment period has been satisfied, when they are instructed to put in a request to be re-evaluated by their assigned probation officer. If they had made a positive adjustment to ACCAP and had no behavioral issues, the probation officer recommends that the Superintendent issue them a blue ID. If a participant has been charged with crimes against a minor or sexually explicit charges, they will only be allowed to work at VADOC-owned facilities to prevent them from having contact with the public. These participants keep a red ID for the duration of their time at ACCAP.
